This is to avoid patrons being anoyed when the reserve a book an end up with a books from the text-book collection, with a loan period of only 7 days.

23:44 and we ran into a problem "Staff members are not allowed to access patron's checkout history"
23:45 never had that problem before.  the staff member is already set to superlibrarian
